![]() City of St. Paul Park City Administrator Position Profile The Community The City of St. Paul Park, Minnesota is located on the eastern shore of the Mississippi River in Washington County – one of the fastest growing counties in the seven-country metropolitan area. The city is located within a short drive to downtown Minneapolis and St. Paul and 15 minutes to the Mall of America. Situated on two principal railroads, St. Paul Park was once a growing industrial and manufacturing center. Today, the community is primarily residential with a population of 5323. The city is nearly developed with a small number of new townhomes, multiple family housing units and single family homes developed in scattered sites. Most recently, the city annexed approximately 600 acres of land that doubles the size of the community and will become “The Rivers Edge”. Planning is underway for use of the property that will allow opportunities for new life-cycle housing, expansion of the commercial area and the creation of new parks and open spaces. Initiatives are in place for revitalization of the city’s central business district and a new bridge spanning the Burlington Northern-Santa Fe Railroad was recently completed and serves as a direct truck route to Marathon Petroleum Company, the city’s largest employer with a workforce of 302. The refinery processes crude oil from Canada and the United States into gasoline, diesel, fuel oil, jet fuel, kerosene, propane and asphalt. A sampling of businesses located in St. Paul Park include SuperMom’s Bakery (150 employees), Garelick Manufacturing (105 employees), Harbor Village Marina and Restaurant, and Anchor Bank. Parks and Recreation The city maintains eight parks totaling 35.5 acres. To provide recreation facilities for residents, the active-use parks are equipped with playgrounds, ball fields, volleyball courts, tennis courts, ice rinks and a boat launch ramp. Two of the parks are located on the Mississippi River and offer spectacular river views as well as walking/ biking trails and other recreational amenities. The city has two ice skating rinks located at Whitbred Park and the summer recreation program is based at Heritage Park. The St. Paul Park Athletic Association organizes youth and adult team activities for baseball, football and soccer. In August, the city celebrates the Heritage Days Festival with royalty and events including a parade, dance, golf tournament, car show, and fireworks. Citizens in St. Paul Park strongly support the Canadian Pacific Railway Holiday Train event that provides gifts and donations to area food banks. Education St. Paul Park is served by Independent School District #833, South Washington County. The District educates 16,400 students in pre-K through 12th and operates 16 elementary schools, four junior high schools, and two high schools plus pre-school and alternative schools. There are two senior high schools and one under construction that are located in Cottage Grove and Woodbury. Located directly within St. Paul Park are one elementary school serving grades K-6 and one junior high school serving grades 7-9 as well as St. Andrew private grade school, and Hope Christian Academy serving grades K-12. The District provides senior services in a center located in the nearby City of Cottage Grove. The Organization St. Paul Park was organized in 1909 and is a Minnesota Statutory City with an Optional Plan A form of government. The Mayor and four City Councilmembers are elected at-large for four-year overlapping terms. The professional staff consists of an Administrator, Attorney and Engineer. The current City Administrator is retiring after 33 years in the position. Various Boards and Commissions advise the Council including the Planning Commission, Public Safety Commission, Public Works Commission, Parks and Recreation Commission and Heritage Days Committee. City Services The city’s water utility system has nearly 2,000 connections served by three water storage facilities with a capacity of 1.3 million gallons. St. Paul Park is within the service area of the Metropolitan Council – a regional planning organization providing wastewater collection and treatment. Fire, Rescue and Emergency services are provided by a 28-member paid on-call department with a paid on-call Fire Chief. Police protection is provided through a department consisting of a Police Chief, sergeant, investigator, and six patrol officers. The Public Works Department consists of seven full-time employees and is responsible for the operating divisions of Streets, Utility, and Parks. The city has a total of 21 full-time employees. The annual operating budget is $3.4 million. Organizational Chart ![]() The Position The City Administrator is the chief administrative officer of the city and is responsible to the City Council for the proper administration of all city affairs. All Department Heads, supervisors and administrative personnel report directly to the Administrator. Specific duties include: • Direct the enforcement of all ordinances, regulations and law enforcement policies of the City Council and state laws applicable within the city. • Advise and report to the City Council regarding matters of governmental and public policy. • Work with the Finance Officer to prepare the annual budget including capital improvement and equipment plans. • Administer all capital improvement projects and service programs approved by the City Council. • Serve as the Personnel Director for the city. Recommend to the Council the hiring, promotion, demotion and dismissal of all employees. • Provide assistance to the Mayor and Council in economic development efforts, policy research and recommendations. • Exercise control over the fiscal expenditures of all departments. • Supervise the collective bargaining process for all labor contracts. • Serve as liaison to advisory boards and commissions and intergovernmental agencies at the local, state and federal levels. • Serve as the contact point to citizens for information and complaints. Background and Experience Qualified candidates for the City Administrator position will possess a Bachelor’s Degree (Master’s preferred) plus a minimum of three years experience in a responsible municipal management position. The ideally qualified candidate will possess: • Economic development experience with an emphasis on commercial and industrial development. • Knowledge of planning, zoning and annexation activities. • Experience in land use planning. • Strong marketing and public relations skills. • Knowledge of Human Resources policies and procedures. • Knowledge of various funding techniques including Tax Increment Financing and grant writing. • Understanding of public works operations and experience in infrastructure management and replacement. • Experience in working with elected officials and knowledge of governance practices. • Experience in strategic planning and implementation. • Up-to-date computer and technology skills. • Interest in professional development through membership in the appropriate organizations. Management Capabilities • Be well organized in performing and providing follow up on projects. • Be willing to advocate for specific issues. • Develop a presence within the community. Be visible with community groups, the schools, the county and adjacent cities. Be of assistance to the local businesses to grow and expand. • Provide information to the Council and be available to answer questions. • Develop a succession planning process for management positions. Position Priorities • Evaluate the fiscal impact to the city resulting from the annexation. Oversee the phased expansion of city facilities and services to the annexed area as the economy allows. • Evaluate the level of fund balances needed, per accepted guidelines. • Work with adjacent cities on the development and financing of properties along Highway 61. • Initiate the process to hire a full-time Fire Chief. • Develop a succession planning process for management positions. • Evaluate the need to develop additional senior programs. • Examine current technology and oversee appropriate changes, particularly to the city web site and service provision to customers. • Continue the process to update the Comprehensive Plan with public inclusion. • Develop financing strategies for infrastructure maintenance and reconstruction • Finalize the land transfer for park land from the Marathon Petroleum Company.
