SCS Programs: Senior Outreach Provides in-home counseling and case management to frail elders and their families to help older people remain independent. The staff assists seniors to identify and connect with the right combination of services tailored to fit their individual needs and to provide the most cost-effective services available. Senior Outreach serves family members and other caregivers through coaching and counseling, educational programs and support groups. Services include Meals-on-Wheels, home health aides, tax and/or energy assistance, transportation, or in-home care. Licensed Social Workers and counselor volunteers assist frail elders and family members identify and arrange for services. The program is the largest case management program in Hennepin County. Senior Outreach staff helps connect the client to needed services and financial resources using over 245 different resources and services to meet clients needs. As needed, the staff offers personal support when the client is experiencing grief, depression, loss, and other life changes. Follow-up and monitoring on an ongoing basis insures that client needs are being met and that the quality of outside services remains high. H.O.M.E. - Household and Outside Maintenance for Elderly Provides home making and home maintenance services to assist older adults to remain independent in their house or apartment. Services are based on a sliding fee scale and include housecleaning, laundry, grocery shopping, snow removal, lawn care, interior and exterior painting, and minor home repairs. The H.O.M.E. Program currently operates in the cities of Bloomington, Brooklyn Center, Crystal, Eden Prairie, Edina, Golden Valley, Hopkins, Minnetonka, New Hope, Plymouth, Richfield, Robbinsdale and St. Louis Park. The Program maintains a core staff of trained individuals to assure prompt, quality services. Clients contribute toward the cost of their service based on ability to pay. Senior Centers and Groups SCS currently operates eight Senior Centers located in the cities of Mound (Gillespie Center), Shorewood (Southshore Center), Minnetonka (Minnetonka Center), Delano (Delano Area Senior Center), Plymouth (Plymouth Creek Center), Monticello (Monticello Senior Center) and Crow River (St. Michael Senior Center). These centers serve seniors living in over 40 suburban municipalities. The program also offers services to three high-rise locations in Wayzata, Loretto and Maple Plain as well as providing transportation, congregate dining and Meals on Wheels to these locations. The Supporting Positive Aging Program encourages involvement and activity leading to positive aging. Most program participants are over 75 years of age with a secondary target of newly retired people 55+ who are used as program volunteers. For many elderly participants, the Senior Centers serve as a principal point of access to needed services and information. Programs and services are offered in the areas of educational and recreational programs, health screenings and exercise programs, care giver classes and support groups, and volunteer opportunities Activities include health screenings, physical exercise, foot clinics, support groups, daily noon meals, transportation, tax preparation and energy assistance and a wide range of cultural and educational activities. Funding for this program comes from a variety of sources including the Twin Cities United Way, service city resources, grants, program fees, center fund raising events and donations. Transportation Services SCS has been designated by the Metropolitan Area Agency on Aging (MAAA) as the west metro Coordinator of Senior Transportation Programs. The organization oversees nine non-profit, elderly transportation subcontractors, of which two are SCS programs. The main goal is to provide efficient and assistive transportation to the elderly population in Hennepin County. Volunteer drivers, utilizing their own cars, supplement SCS programs and are used primarily for medical appointments. Additional Services SCS provides Meals on Wheels in a number of communities. Areas currently being served are Delano, Loretto, Rockford, Independence, Franklin Township, Long Lake, Orono, Mound, Spring Park, Navarre, Minnetonka Beach, St. Bonifacius, Independence, Maple Plain, Wayzata Plymouth and Hamel. SCS offers travel services through participation on extended senior tours. The Organization SCS maintains a centrally located administrative office in Minnetonka, Minnesota. The Board is comprised of 20 members. There are a total of 40 full-time equivalent employees. SCS relies heavily on volunteers to augment the professional staff, utilizing over 4,000 volunteers. The COO will directly supervise the H.O.M.E. Program, Senior Outreach, Transportation Services and eight Senior Community Centers. Specific duties include: Plan, develop and implement a strategy for operational management and development to meet strategic plans, budgets and time schedules. Assist in the process for the development and implementation of a strategic plan. Develop new services and service delivery strategies to meet the needs of a growing senior population. Manage staff including goal setting and measurements of success for each employee. Maintain best practices for nonprofit operations management and human resource development. Where appropriate, represent the organization to the external market through community relations and marketing activities. Expand outreach through effective partnerships with other organizations and governments. Working with the CEO, maintain relations with the Board and community stakeholders. Background and Experience Candidates for the COO position will possess a four-year degree and a minimum of five years experience in a responsible management position, preferably in the non-profit or public sector area. Specific experience includes: Some knowledge of the provision of senior services. Familiarity with agencies pertaining to senior services. Some understanding of Medicare and Medical Assistance programs. Background in staff supervision and human resources functions/activities. Experience in grant writing and grant administration. Knowledge of the legislative process. Understanding of the budgeting process, financial management, and financial reporting working closely with the Controller position. Understanding of public funding sources including federal, state, city, county, foundations, and fund raising. Competence in computers and technology. Experience in contract administration. Maintain positive relationships with governments and funding organizations. Define the role of SCS transportation programs in partnership with other transportation providers. Foster a professional image for the organization through enhancement of customer service, market branding and promotion of SCS. Maintain a strong level of volunteerism through recruitment, promotion and volunteer recognition programs. Examine the efficacy of hiring a Volunteer Coordinator. Review current staff duties and work loads and make necessary adjustments. Assist the CEO in developing a Succession Plan for the organization.
