The Community The City of Gaylord is located in south central Minnesota, approximately 37 miles north of Mankato and 60 miles southwest of the Twin Cities Metropolitan Area. The thriving community is comprised of a good balance of industry, agriculture, education, health care, recreational amenities and businesses, and provides a good quality of life for. 2,293 residents. Gaylord is the county seat of Sibley County and is bordered on the north by Lake Titloe, the “ Gem on The Prairie” -- a beautiful lake that spans 800 acres. In 2004, a lake committee was organized to work with county and state officials on regulations to improve lake conditions. Additionally, a mile long walking path has been constructed through east Gaylord along the shores of Lake Titloe. Gaylord boasts approximately 43 retail and commercial enterprises in the downtown area and a 15-acre Industrial Park with a capacity of five enterprises. The city’s largest employer is the Michael Foods, Inc, an egg processing plant employing 400 workers. A prominent employer is the Wakefield Pork Processing company with 166 workers. Other companies within the Industrial Park include Entregris, Extron, the Minnesota Department of Transportation (MNDOT) and T.E. Ibberson Company. Gaylord contains approximately 800 single-family homes and 170 multi-family units. Recently the city annexed several subdivisions consisting of 50 homes. Education and Health Care Independent School District #2310 Sibley East, operates two elementary schools, one junior high school for grades 7-9, and a senior high school for students in grades 10-12. Gaylord Elementary and Gaylord Junior High School are located directly within the city. The Senior High and one of the elementary schools are located in nearby Arlington. All classrooms have internet connections and communication capabilities between classrooms and school sites. There are many partnerships between the school district and the city and county governments and businesses in the community. In addition, Immanuel Lutheran School provides education for grades pre-K through 8. The Gaylord Public Library provides books and media material and offers a variety of programs and technology for public use. The Sibley Medical Clinic serves the Gaylord area and provides family practice care, internal medicine, special services and consulting specialties. A variety of senior housing is available. Oak Terrace Senior Apartments provides 14 independent living units, Lakeview Nursing Home is a spacious 56-resident skilled nursing facility overlooking Lake Titloe. The Heritage House is a memory care facility offering 24-hour care. Fifteen churches serve the area. Parks and Recreation The city has four municipal parks encompassing 31 acres including scenic Gaylord City Park on the shore of Lake Titloe. The park is the site of the new Veteran’s Memorial, Kid’s Kingdom play structure and the city swimming pool. The pool provides the community and the surrounding area with a complete slate of programs and activities plus swimming lesson programs for all ages. Each August, an end-of -the season Pool Show culminates the summer's activities. Gaylord City Park also provides picnic areas and shelters, well-equipped playgrounds, tennis and racquetball courts, and a roller rink/pavilion. Other park amenities include a band shell, hockey and skating rinks, Parks and recreation programs are offered for soccer, baseball, softball and Little League with organized league programs. The Gaylord Baseball Association supports the Gaylord Islanders Baseball Team with games held at Walsh Field. Outdoor enthusiasts find Gaylord the perfect place for boating, ice fishing, waterfowl hunting, camping, trap shooting, snowmobiling, hiking and Indian artifact exploration. Gaylord’s annual celebration, EGGstravaganza, is a family oriented event that fosters pride and togetherness within the community and surrounding area. EGGstravaganza includes a parade, games and special events. The three day festival encompasses all aspects of the community, including businesses, non-profit organizations, schools, churches, and the residents of the Gaylord area. The Organization Gaylord was organized in 1883 and is a Home rule city governed by a Mayor elected at large for a two-year term and five Councilmembers elected at large for four-year terms. The city is assisted by the Gaylord EDA on economic development, housing and community growth activities. The city employs 16 personnel; nine full-time and seven part-time. The General Fund budget for 2007 is $1.2 million. City Services Police protection is offered through a department consisting of the Chief and two officers who handle 24-hour coverage. All dispatching is conducted through the Sibley County Sheriff’s Department. Fire protection services are provided by a 26-member volunteer fire and rescue/emergency department. Service area is 100 square miles including the City of Gaylord and several townships. Gaylord Ambulance is staffed by 14 certified EMTs and is a volunteer organization. The city operates water and sewer utilities with approximately 839 municipal connections. The water system is served by two elevated storage facilities with a combined capacity of 470,000 gallons and three wells with the capacity to pump over 1 million gpd. Several private wells are located in the city. The Position The City Administrator serves as Chief Administrative Officer of the city with authority to plan and direct the administration of city affairs. The City Administrator serves as the Planning and Zoning Administrator with responsibility to provide for the orderly growth and development of the city. Specific duties include: • Advise and assist the City Council and coordinate with Department Managers to insure that city ordinances, policies and directives are implemented. • Manage all departments and develop, with Council approval, personnel programs, policies and procedures. • Serve as the Human Resources Coordinator conducting hiring and dismissal with Council participation, administering discipline, and conducting performance evaluations. • Develop, with participation by Department Managers, the annual budget for presentation and review by the City Council. • Keep the Council advised of the financial condition of the city and oversee investment of city funds. • Implement physical planning of capital improvements. • Responsible for grant activities. • Serve as the full-time staff person responsible for the city’s economic development activities including participation in meetings of the Economic Development Authority (EDA), committees and task forces. • Record all Council and Planning Commission proceedings and provide recommendations with supporting data for their decision-making process • Coordinate public relations including public outreach and public input. Background and Experience Qualified candidates for the City Administrator position will possess a four year degree and a minimum of three years previous experience in a municipal administrative leadership position. Specific requirements include: • Significant experience in accounting, budgeting and financial management. • Background in economic development and redevelopment with knowledge of downtown streetscape development. • Strong background in planning and zoning activities and code enforcement. • Knowledge of municipal financing techniques to include TIF and grants. • Experience in infrastructure repair and replacement. • Background in Strategic Planning and Comprehensive Land Use Planning. • Familiarity with technology and computer software relevant to city operations. • Experience in human resources activities including performance evaluations. • Strong research and analytical abilities. • Experience in developing a city vision. Take a leadership role in coordinating a community visioning process. • Develop a Capital Improvement Plan along with allocation of funding resources. • Implement plans for expanded trails and park improvements and develop a Master Plan for future recreation improvements. • Initiate the process to explore options for a Community Center. • Evaluate current technology and make appropriate adjustments.
