Osseo is home to several small manufacturing companies and commercial businesses are located in the downtown district on Central Avenue and along County Road 81. The City’s largest employer is the Osseo Public School District (I.S.D. #279), a comprehensive district with 330 employees within the three Osseo schools. Companies with over 100 employees include 3Wire Beverage, a webstore that provides equipment and parts to the food and beverage industry, and Minnesota Exteriors, a supplier and installer of outside home improvement products. Bottineau Boulevard: The New County Road 81 Hennepin County, Metro Transit, and the cities along the Bottineau Boulevard Corridor are currently working on concept design plans for the reconstruction of County Road 81 from Robbinsdale to Maple Grove. Preliminary layouts identifying the Osseo portion of the Bottineau Boulevard project have been presented to residents and property owners. Local governments and business leaders along the County Road 81 corridor have been working on strategic redevelopment opportunities to spur a new and vibrant mix of commerce, housing, public institutions and recreational space that will progressively replace older, outmoded land uses along Bottineau Boulevard. Recreation The City maintains two parks that are well used year around by Osseo residents. Sipe Park features a ballfield, tennis courts and playground equipment. Summer highlights include concerts and movies in the new bandshell at Boerboom Veteran’s Memorial Park across from City Hall. In September the Lions Club sponsors a two-day community festival - “Lions Roar Days” with many special attractions including a craft fair, street dance, carnival, food vendors, fireworks and a parade. The Community Center is connected to City Hall and provides a place for senior activities and leased rooms for special events. A Farmer’s Market is in the planning stages. Education Osseo Area Schools serve all or parts of Brooklyn Center, Brooklyn Park, Corcoran, Dayton, Hassan, Maple Grove, Osseo, and Plymouth. I.D.S.#279 provides education for over 22,000 students and employs 4,000. The District has 19 elementary schools (K-6), 4 junior highs (7-9), 3 senior highs and an area learning center (9-12). Within the City of Osseo are an elementary, junior high and senior high school. Opportunities for post-secondary education are numerous throughout the metro area. The Osseo Library is part of the Hennepin County Library System and is located on the main floor of the Osseo City Hall building. Health Care Osseo has a significant number of senior and medical facilities. Berkshire Residence is a provider of comprehensive housing and healthcare services with 125 employees. Senior assisted living facilities include Steeple Pointe and Osseo Gardens. In addition, there are four senior housing facilities: Osseo Commons (under construction), Celtic Crossing (second phase under construction), Mary Patrice Apartments and Realife Cooperative. Medical facilities include North Clinic, Osseo Clinic and the Institute of Athletic Medicine. The nearest hospital is North Memorial in Robbinsdale. The Organization/City Services The City of Osseo was organized as a municipality in 1875. The City operates under a statutory form of government consisting of a five-member City Council, of which the Mayor is a voting member. City Councilmembers are elected to four-year terms and the Mayor is elected to a two-year term. There are 13 full-time and nine part-time employees. The 2007 general fund budget is $1.7 million and the utilities budget is $600,000. The City purchases water from the City of Maple Grove and has a wastewater connection to the Metropolitan Council Environmental Sewer Services. Police protection is provided by a department comprised of five sworn full-time officers and nine part-time officers, plus one administrative assistant. The department is responsible for law enforcement, crime prevention programs, and investigations and also provides a number of community services such as Operation ID, Neighborhood Watch, McGruff Houses, and Crime Free Multi-Housing. Fire services are provided by a paid on-call Fire Chief and 27 paid on-call firefighters. A full range of fire suppression, rescue, hazardous materials response, fire education, and fire code enforcement is provided. Organizational Chart ![]() The Position The City Administrator-Clerk-Treasurer is the City’s top appointed administrative official and responsible for directing the City’s daily operations. The City Administrator-Clerk-Treasurer directly supervises the Deputy Clerk, Finance Officer, Planner, Police Chief, Public Works Supervisor, Senior Center Coordinator and Fire Chief and indirectly supervises all other City employees. Specific duties include: • Responsible for personnel functions including hiring, training, staff development, evaluating performance, compensation and discipline. Serve as the primary negotiator for collective bargaining. • Prepare, with support of the Finance Officer and input from Department Heads, the operating and capital budgets. Present financial reports to the Council. • Serve as Executive Director of the Economic Development Authority (EDA). • Work with developers and negotiate purchase and developer agreements with EDA approval and knowledge. Work closely with the EDA and the Osseo Business Association. • Oversee the preparation of grants and participate in bond sales. • Facilitate a comprehensive strategic planning process for the City Council, including short and long term planning. • Attend Council meetings and oversee preparation of agendas. • Serve as the principal liaison between the City Council and outside entities. • Establish and maintain relationships with other cities, state and federal governmental agencies, and the county. Represent the City at the state legislature. • Keep residents informed about municipal activities and promote understanding of City policies. Background and Experience Candidates for the Administrator-Clerk-Treasurer will possess a Bachelor’s degree (Master’s preferred) in public administration or a related field and have a minimum of three years previous experience in a responsible management position. Specific experience includes: • Experience in economic development and specific background in redevelopment activities. Knowledge of various public financing methods to include TIF and grant writing. Experience working with developers. • Strong supervisory skills. Experience in management of personnel issues, staff development, and union activities. • Strong background in budget planning, cash flow and investments. • Understanding of land use planning and zoning/rezoning activities. • Understanding of “marketing and selling” a community to potential developers and companies. • Familiarity with the legislative process. Management Capabilities • Maintain strong, open communications with the City Council. • Serve as the main contact between the Council and staff. • Assist the Council and the EDA in establishing expectations and goals. Make recommendations on how to achieve tasks. • Take a strong leadership role with staff and set rules for employee accountability. • Be accessible to residents and businesses on a regular basis. Get to know the residents and establish relations with the Osseo Business Association. • Be able to communicate a variety of issues to the Council and the public. • Recognize the small town environment and culture that is present in Osseo. Community Priorities • Continue the process to update the Comprehensive Plan. • Work with the EDA and consultants to implement the Redevelopment Master Plan. • Oversee the rebuilding of Central Avenue and related infrastructure. Develop short term solutions to maintain vacant lots and buildings downtown. • Consider additional beautification projects around the City and beyond downtown. • Develop an infrastructure plan with associated financing options. • Oversee development and redevelopment activities associated with the Bottineau Boulevard/ County Road 81 project. • Work with MN/DOT on the planned extension of Hwy. 610 to Interstate 94. • Update Personnel Policies. • Address preservation of the housing stock and other housing options. • Implement the City’s new Financial Management Plan. • Explore additional sources for grants. • Explore options for the development of a new public safety building. • Work with adjacent cities on providing municipal services.
