City Administrator Position Profile The Community The City of Minnetrista, Minnesota is located in the southwest portion of Hennepin County approximately 20 miles from Minneapolis. Located on the shores of Lake Minnetonka with two recreational lakes located in the city, Minnetrista is an attractive city of rolling wooded country-side, wetlands, streams and valleys. Minnetrista is primarily a residential community with a growing population of 5,542 who enjoy the rural residential and lakeside settings. Housing is predominantly composed of higher end single family homes and hobby farms and several new subdivisions offer a variety of housing options. A portion of the land in Minnetrista is preserved for agricultural purposes. HISTORY The name Minnetrista is derived from the Native American word “minne” meaning waters, and “trista" meaning crooked. Lake Minnetonka was named “big water” from the Dakota language. Many of the bays and lakes bordering the City of Minnetrista were named for early European settlers that came to the area in the 1850's, including Saunders Lake, Jennings Bay, and Halstead Bay. Minnetrista Township was a popular tourist destination with hotels, cabins, a prominent boat landing, and summer camps, as well as a thriving rural agricultural community. The nearby Cities of Mound and Saint Bonifacius were once part of the Township, but separated and incorporated into cities. Minnetrista Township continued until 1960, when the government adopted a municipal structure and became the Village of Minnetrista. In 1974 Minnetrista was fully incorporated as a statutory city. The city is 31 square miles and physically surrounds the City of St. Bonifacius. Minnetrista borders the City of Mound to the east, the City of Victoria to the South, Watertown Township to the West and the City of Independence to the north. Commuters to the Twin Cities metropolitan area have easy access via Highways 12 and 7. RECREATION Area attractions are oriented toward outdoor rural activities and Minnetrista accommodates a wide variety of park and recreational opportunities. Several city parks provide courts for basketball, tennis and volleyball as well as areas with picnic and playground facilities and the 20-acre Westonka Recreational Park provides four ballfields. Two pedestrian bridges lead into the heart of a natural environment. Regional recreation areas operated by the Three Rivers Park District serve the Minnetrista area, including Gale Woods Park and Lake Minnetonka Regional Park. Regional parks feature areas for hiking, cross country skiing, canoeing, swimming, fishing and picnics. Lake Minnetonka provides opportunities for fishing, boating, kayaking, canoeing and more. Public boat access may be found at Little Long Lake, Whaletail Lake and Lake Minnetonka. Minnetrista is served by Burl Oaks Golf Club and Red Oak Golf Club. EDUCATION The city is served by Independent School Districts in Waconia, Watertown, Mound-Westonka and Delano. The primary district for Minnetrista residents is Mound-Westonka ISD #277 which operates two elementary schools (K-4), a middle school (grades 5-7), and a senior high school (grades 8-12). Combined enrollment at the four schools is approximately 2,200. There are three parochial schools located within the district. Two schools are directly within the City of Minnetrista; Hilltop Primary Elementary and Mound-Westonka Senior High. ISD #277 is the city’s largest employer with 170 employees. The Organization Minnetrista is a Plan A Statutory City governed by a Mayor and four-member City Council. The Mayor serves a four-year term and Councilmembers are elected at-large for four-year terms. The general fund budget is $4.1 million and the total budget is $7 million. CITY SERVICES The city employs a 30-member full-time staff. The city contracts for a number of services including assessor, auditing, legal services, building inspection, engineering and road maintenance. Fire protection is provided by the Cities of Mound and St. Bonifacius through contractual arrangements with the city of Minnetrista. The Administration Department employs an Assistant Administrator, City Clerk, Finance Officer, Accounting Clerk, Payroll/Billing Clerk, and Administrative Aide and is responsible for handling all financial duties. The Public Works Department employs eight maintenance workers and one Superintendent and provides for public services including snow removal, paved and gravel road maintenance, water and sewer utility operations, and park maintenance. A portion of the city has a sewer system connected to the Metro ESS and the remainder has Independent Septic Treatment Systems. Water is provided by four city wells complemented by two storage towers. The Planning Department employs a Senior City Planner and an Assistant City Planner responsible for enforcing the land use and zoning codes. Budgeted for 2007 is a third planner position which will be filled depending upon anticipated growth in future years. The Minnetrista Public Safety Department provides police protection and services and consists of 11 sworn officers, two Secretaries, two Community Service Officers and 10 Volunteer Reserve Officers. Police services are provided to St. Bonifacius on a contractual basis. The Position As the Chief Administrative Officer of the City, the City Administrator is responsible for the daily coordination of city affairs in accordance with the codes, ordinances, resolutions and directives from the City Council. Areas of responsibility include: 1. City Finances: Direct through the Finance Officer the creation of an annual operating budget and capital expenditures budget. Manage cash flow, debt service, capital reserve and enterprise funds. 2. Project Coordination: Develop short and long range plans for construction projects. Coordinate the work of retained professionals including engineers, financial advisors, the City Attorney and other consultants. 3. Human Resource Management: Administer personnel policies and supervise all city staff, directly or through Department Heads. Oversee the process for employee performance evaluations, hiring and disciplinary actions. Recommend hiring and discharge of personnel to the City Council. 4. Public Meetings: Prepare agendas for City Council meetings and prepare recommendations for agenda items. 5. Liaison to Other Organizations: Stay current on legislative activities and regional issues that affect the city through attendance at meetings with professional organizations, regional agencies and area cities. 6. Public Relations: Communicate with citizens and represent the city at civic organization meetings. 7. Long term and Strategic Planning: For future infrastructure needs including water, sanitary sewer, storm sewer, transportation, facilities and capital equipment. 8. Annual Reporting: Maintain compliance in reporting to local, state and federal government entities. 9. Technology/Computers: Ensure that city staff has current technology, computer software and hardware, and machinery necessary to execute duties effectively. 10. Ordinances, Resolutions and City Records: Direct the drafting of ordinances and supervise the maintenance of city records. Background and Experience Candidates for the City Administrator position should possess a Bachelor’s degree (Master’s preferred) in urban studies, public administration, or a related field and five years experience in municipal government with two years in a supervisory position. Qualified candidates will possess experience in public administration, municipal finance, personnel administration and have knowledge of engineering, public works, and economic development activities. Specific background includes: • Solid financial and budgeting skills. • Management and supervisory experience in a local government setting. • Experience in the development of residential subdivisions, related financing and assessment procedures. • Understanding of joint powers agreements and contracting for services. • Background in human resources management and experience with labor unions and contract negotiation. • Knowledge of computers and the use of technology. • Experience in the strategic planning and developing long and short term goals. • Strong customer service orientation. • Background in land use planning, zoning and updating the Comprehensive Land Use Plan • Experience with the construction of public facilities • Demonstrated success with grant writing and applications • Some understanding of regional government issues and experience working with a variety of state agencies.
