Position Profile

The City of Lake Elmo, Minnesota is a scenic and unique community on the eastern edge of the Twin Cities Metropolitan Area. An attractive a chain of lakes, historic commercial center, extensive park system, and a variety of housing characterize this charming community. Among the city’s greatest treasures is two-mile long Lake Elmo, three additional recreational lakes and the Lake Elmo Regional Park Reserve. The population of Lake Elmo is 8,000 and the city will be able to accommodate a population of 24,000 by 2030.

The City of Lake Elmo is located a few miles east of St. Paul with access provided via Interstate Hwy 94 and State Hwys 5 and 36. Major employers within the area include 3M Company in Maplewood , Independent School District 834 in Stillwater, Hartford Companies and Ecowater Systems, Inc. in Woodbury, and Imation Corporation in Oakdale.


Historic Old Village

In an effort to define future growth patterns, the city has performed a series of planning events. The resulting plan addresses the development and open space protection of nearly 1,000 acres in the downtown and surrounding area. The city has hired a master planner to present for approval plans to address the needs of the city and village area growth.

The overall goal of the Old Village Plan is to capitalize on the character of the original buildings in the commercial district through the development of new housing units, pedestrian and bike trails, a central park, and public facilities including a new library and city hall. The Plan will address significant safety and environmental considerations.


Recreation

Lake Elmo Regional Park is comprised of over 2,000 acres with 10% of the area developed for camping, swimming, and other recreational activities. Throughout the Park are 24 miles of trails including five miles of paved bike trails and eight miles of horseback trails. The Park features a boat launch on Lake Elmo and a canoe launch on Eagle Point Lake. The biggest attraction is a sand bottom swimming pool that is the largest filtered body of water in the state. The Park is owned and operated by Washington County. In addition, the City of Lake Elmo maintains 15 parks, ranging in size from 5 acres to over 200 acres. Many include play equipment and ball fields.

A variety of programs and festivals are held throughout the year. Huff-N-Puff Days has been held annually in August for over 25 years. The centerpiece of the four-day community festival is an extensive and popular softball tournament featuring numerous Minnesota teams. The festival also includes volleyball and golf tournaments, running races, and a dance. The Lake Elmo Jaycees sponsor the event.


Education

Three school districts serve the Lake Elmo area. The Stillwater Area School District 834 covers the majority of Lake Elmo with two other school districts serving border neighborhoods. District 834 includes ten elementary schools, two junior high schools, and one high school. Lake Elmo Elementary School and Oak-Land Junior High School are located within the City of Lake Elmo.


Health Care

Two hospitals serve Lake Elmo residents providing comprehensive health care services. Lakeview Hospital is located in Stillwater and Woodwinds Hospital is in Woodbury and is a collaborative between HealthEast Care System and Children’s Hospital and Clinics. A number of clinics are located within the City of Lake Elmo including the High Pointe Health Campus that features a surgery center.


The Organization

Lake Elmo operates under a Mayor/Council form of government. The Mayor serves a two-year term and Councilmembers serve four-year staggered terms. The City Council is assisted by several advisory boards including the Community Improvement Commission, Parks Commission, Planning Commission, and Environmental Commission.


Organizational Structure



City Services

Fire protection is provided by a full-time Chief and a paid on-call fire department with 27 firefighters operating from two stations. Lake Elmo maintains a water distribution system consisting of two wells. A portion of the city’s water is purchased from the City of Oakdale. Ongoing monitoring of water quality insures that Lake Elmo residents have clean and safe water. Most residents have private wells. Well mapping assures proper placement of future wells. A small commercial area of Lake Elmo is provided with sewer service by the Metropolitan Council. Lift stations are maintained by the city. Street and park maintenance is provided through the city. Refuse hauling and septic pumping is privately contracted. The city contracts with Washington County for law enforcement and animal control services, with four deputies assigned to serve the community.

The city has 13 full-time employees. The general fund operating budget is $4 million.


The Position

The City Administrator serves as chief executive and chief operating officer of the city. The City Administrator manages and directs all daily operational activities of the city to ensure that all ordinances, resolutions and policies of the City and City Council are faithfully and equitably enforced. Specific duties include:

• Prepare and submit a proposed budget to the City Council for their approval. Review and execute financial activities including payroll and monitoring budgetary expenditures.

• Participate in Council meetings and selected other committee or commission meetings and public hearings. Review and prepare written reports and recommendations for the City Council and City boards and committees.

• Meet and confer with citizen groups.

• Review and update city policies, procedures, and codes and recommend improvements and adjustments to the City Council.

• Serve as the primary liaison to other local, state and federal agencies and organizations.

• Conduct human resources functions including job performance evaluations.

• Work cooperatively and negotiate with federal, state, county and other city governments and organizations to ensure that the health, safety and welfare of Lake Elmo citizens are met.

• Provide strategic direction in the implementation of the City Council approved Comprehensive Plan.


Background and Experience

Candidates for the City Administrator position will possess a Bachelor’s Degree (Master’s preferred) and seven to ten years experience in an administrative capacity in a local government environment.

Preferred background includes:

• Significant finance and budgeting experience. Understanding of debt structure.

• Human Resources background to include performance evaluations and staff structuring.

• Experience in downtown development and redevelopment.
• Strong understanding of municipal financing methods.

• Knowledge of regional agency issues and planning processes. Familiarity with the Comprehensive Plan process.

• Background in facility and infrastructure planning and construction. Understanding of historic preservation, landscaping and architectural standards is a plus.

• Experience dealing with planning and zoning activities.

• Background in strategic planning and growth management.

• Experience working with other communities in joint agreements and sharing services.

• Experience with contract administration.


Management Capabilities

• Be able to work under pressure and within time guidelines. Be conscious of due process.

• Be politically aware and place a strong emphasis on Council unification.

• Maintain a high level of sensitivity to the needs of current residents.

• Strong verbal and written communication skills.

• Ability to negotiate difficult issues.


Position Priorities

• Work in partnership with the Minnesota Pollution Control Agency, Minnesota Public Health, Washington County, 3M and the city to assure well contamination is appropriately resolved.

• Finalize and develop methods to implement the Village Area Plan development.

• Explore options for transportation development on Hwy. 5 through the City of Lake Elmo.

• Evaluate the city’s basic services and implement current plans for future services and facilities.

• Coordinate the interests of various neighborhoods.

• Revise and improve the city’s web site.

• Establish and formalize Human Resources functions and procedures.
