City Clerk-Administrator Position Profile The Community The City of Stewartville is located in Olmsted County, approximately ten miles south of Rochester and 80 miles southeast of the Twin Cities Metropolitan Area. Stewartville is a stand-alone community of 5,650 residents set in the attractive southeast portion of Minnesota known for rolling hills, fertile prairies, steep limestone bluffs and beautiful rivers and streams. The future is bright in this vibrant, growing community. Proximity to Interstate 90 and the Rochester metro area has poised Stewartville for significant residential, industrial and commercial expansion. Main Street is located on U.W. Hwy. 63, creating a viable downtown that is well served by a considerable daily traffic count. Five major industries provide over 500 jobs in the Industrial Park. Prominent companies include Rochester Medical, Halcon Corporation, Geotech, Inc. and Jimmy’s Salad Dressings. A new 25-acre Industrial Park is under construction and houses Rochester Lumber Company, with a Kwik Trip gas station and convenience store to be completed in 2006. Residential options are plentiful with housing ranging from stately older homes in established neighborhoods to new homes in all price ranges. Several new and developing subdivisions serve a young population. Stewartville is served by a multi-purpose Civic Center for community events and meetings, a new Post Office and new Public Library. Recreation, Education and Health Care The Root River flows through the community and located along the banks is a premier park system of five beautiful parks linked by walking trails. The Root River is one of southeastern Minnesota’s finest canoeing rivers and offers significant opportunities for wildlife and bird watching, as well as fishing. Shoreline trails attract cross-country skiers and hikers and footbridges link the city’s recreational areas. Opportunities for youth and adults are numerous through the Summer Recreation Program and Community Education Program. A volunteer association organizes soccer, softball and baseball programs and league softball is held at a four-field complex in 188-acre Bear Cave Park. Meadow Park features facilities for softball, volleyball, tennis and picnic grounds. New playground structures are a highlight throughout the city park system. Stewartville is served by two golf courses. An active Chamber of Commerce is in charge of the city’s annual Summerfest celebration and other events. The city swimming pool was built in 1965 and is located on school property. Over the last two years volunteers have worked with the city to research the feasibility of a new outdoor swimming facility that will feature two slides, lap lanes and a zero-depth pool. A referendum will be held in May 2006 to determine public involvement in the facility. The Stewartville School District operates four schools and serves students in Stewartville, Racine, Pleasant Grove and High Forest. Bonner Elementary School serves Pre-K through 3rd grade students and Central Intermediate serves 4th and 5th grades. The Middle School (grades 6-8) and High School (grades 9-12) are located on the same campus. Total enrollment is 1,739 students served by a total staff of 203. Student-teach ratio is 16-1. In 1999, a $12.8 million expansion and renovation was completed at the Senior High School that included a 503-seat Performing Arts Center and expanded computer technology. Opportunities for advanced education located on Rochester campuses include the University of Minnesota, Winona State University, St. Mary’s College and Rochester Community and Technical College. Stewartville is located 15 miles south of the world-famous Mayo Clinic in Rochester and also provides local health care options. The Stewartville Care Center is a 109-bed facility offering skilled care. An Assisted Living Care Complex comprised of 32 units adjoins the Care Center. The Organization Stewartville is a Minnesota Statutory City with an Optional Plan A form of government. The Mayor and four City Councilmembers are all elected at-large to four-year terms. Council Committees address Personnel, Public Works, and Public Safety issues. The city’s professional staff includes a City Administrator, Finance Officer, Consulting Attorney and Consulting Engineer. ![]() City Services The city provides water and wastewater treatment. The wastewater treatment plant was developed to accommodate a population of over 9,000. Approximately 2000 connections are served by a 1 million gpd treatment facility. The facility is managed by Peoples Service. The water treatment system is served by two elevated water storage facilities with a combined capacity of 1 million gallons and wells with a capacity to pump 3 million gpd. Average demand is 400,000 gpd. The Stewartville Public Library is affiliated with SELCO and employs a total staff of five employees. Fire protection is provided by a 26-member volunteer Fire Department. The Rescue/Emergency Department is staffed by 17 firefighters. The city contracts with the Olmsted County Sheriff’s department for 24-hour law enforcement protection. One full-time Community Officer is assigned to the city. There are 11 full-time employees, four permanent part-time and four seasonal employees. The city’s General Fund budget is $1.5 million and the total budget is $4.2 million. There is a Capital Improvement Plan for streets, water/sewer replacement and sidewalks. The first phase of a seven-year improvement project will begin in the spring of 2006. The Position The City Clerk-Administrator is responsible for coordinating all municipal operations, supervising staff, overseeing financial management and the preparation of the annual budget. The City Clerk-Administrator serves as the Economic Development Coordinator and Planning and Zoning Administrator and is responsible for statutory Clerk duties. Specific duties include: • Supervise Department Heads, administrative staff and other staff via Department Heads. • Provide guidance to the Library Board, Park Board and Zoning Commission. • Serve as the Personnel Officer and maintain the city’s compensation system including pay and benefits. • Negotiate collective bargaining agreements and coordinate labor relations. • Coordinate the preparation and submittal of the annual budget to the City Council. • Assemble capital equipment requests. • Respond to complaints and requests for services. • Lead community and economic development efforts and participate in the formulation of various funding strategies for development projects. Oversee TIF districts. • Review financial reports before submittal to the City Council. • Coordinate the work of consultants and contractors hired by the city. • Serve as the chief representative of timely public information regarding municipal affairs. Background and Experience Candidates for the City Clerk-Administrator position will possess a Bachelor’s degree (M.A. preferred) in public or business administration or a related field and five years experience in municipal government and economic development. Preferred background includes: • Strong experience in community and economic development and with an emphasis on new business development and business expansions. • Background in infrastructure replacement and knowledge of public works functions. • Experience in developing and implementing long and short term planning processes. Background in strategic planning and land use planning. • Experience in budget development and financial management including fund accounting and long term financial planning. • Understanding of various municipal financing techniques, including Tax Increment Financing, Minnesota JOBZ, and grants. • Understanding of issues facing a growing community. • Human Resources background and experience in salary plan administration and labor union negotiations. Management Capabilities • Be highly visible in the community and engaged in civic and service organizations. • Make strong connections at regional and state levels. • Be willing to spend time with the Council regarding agendas items and issues prior to Council meetings. • Promote a high level of customer service and public relations. • Promote opportunities for service sharing. Seek ways to enhance cooperative efforts with the School District and Olmsted County. Community and Position Priorities • Evaluate and identify resource allocation, including tax capacity, optional revenue sources and special fees. • Manage the process to construct the swimming facility, including financing and promotion. • Oversee Phase I of the street and utilities reconstruction process. • Take the lead in commercial and industrial business attraction to the new Industrial Park. • Initiate a community planning process with the City Council and other community entities to address long range growth, residential and economic development, and land use planning. • Explore ways to increase the level of information given to the public.
