Manager of Utility Operations
Position Profile
Eden Prairie, Minnesota is located in the southwestern portion of the Twin
Cities Metropolitan Area. Home to 60,000 residents, Eden Prairie is a vibrant
community named by Money Magazine® as the sixth best place in the United States
to live and work. With over 72% of the population under the age of 45, the
community has an optimistic eye on the future.
Eden Prairie has a strong economic base with a diverse mix of over 2,200 high
tech, manufacturing and commercial businesses from large corporations including
Super Valu, ADC and the Minnesota Vikings, to neighborhood businesses. A
prominent commercial district in and around the Eden Prairie Center feature
scores of nationally famous and distinctive stores, shops and restaurants.
Careful land use planning has resulted in wonderful neighborhoods with diverse
housing options.
The Eden Prairie School District is a recognized leader in Minnesota and serves
over 10,000 students in eight schools. In 2002, 99 percent of students
graduating from Eden Prairie Schools continued their education at two or
four-year colleges.
The City’s park system is comprised of 5 large community parks, 22 neighborhood
parks and other conservation areas. Residential neighborhoods are surrounded by
2,250 acres of parkland, 1,300 acres of open space and more than 170 miles of
multi-use trails.
The Organization
The City of Eden Prairie is a “Plan B” City with a Council-Manager plan of
government. The City is governed by a Mayor and four City Council members. The
Mayor serves a four year term and Councilmembers are elected at-large to
four-year staggered terms. A City Manager oversees the City operations and hires
City staff.
The Public Works Department
The Public Works Department is responsible for the design, construction, and
maintenance of the streets, water, sewer and drainage infrastructure systems of
the City. The Department is divided into four primary operational areas:
Engineering, Utilities(water treatment and outside utility operations), Fleet
Services and Street Divisions. The Public Works Department has 62 full-time
employees
Utilities Division
The Utilities Division employs a total staff of 25 with 12 employees in the
water plant and the remainder responsible for maintaining the water, sanitary
sewer and storm water system. The total annual operations budget is
approximately $7 million.
Major water components include sampling and monitoring water quality to meet
safe drinking water standards, treatment of 6-22 million gpd of drinking water
for approximately 18,000 service connections and maintenance of 3 storage
reservoirs, 14 wells and 265 miles of watermain. City water comes from the
Prairie du Chien/Jordan Aquifer. The water plant can pump a maximum of 28
million gpd. In 2003, the City treated 3.2 billion gallons, for an average of
8.7 million gpd.
Treatment of sanitary sewerage is accomplished through a user fee system
provided by the Metropolitan Council. The Division maintains 224 miles of
City-owned sanitary sewer and 21 lift stations. The storm sewer operation
includes maintenance of 138 miles of storm sewer and removing sediments from 540
catch basins.
Water Treatment Plant
The water treatment plant is located near the center of the City. The original
plant was placed in service in 1974 as the first of four phases. In 1982, the
4.0 mgd Phase II expansion was operational, bringing the total treatment
capacity to 18 mgd. Phase III occurred in 1986 and Phase IV was completed in
1997. 
The Position
The Manager of Utility Operations is responsible for the preservation,
protection and maintenance of water resources in the community including water,
sanitary sewer and storm sewer systems.
Specific responsibilities include:
• Build a high performance team through effective leadership, supervision and
development of staff.
• Develop budgets, monitor expenditures, and participate in capital planning.
• Manage the lab operations of the water plant.
• Manage new and ongoing infrastructure maintenance projects.
• Coordinate with other departments and divisions.
• Actively participate in Homeland Security initiatives.
• Design, operate and maintain existing practices to achieve effective resources
management.
• Manage data for useful retrieval to optimize maintenance practices.
• Ensure compliance with SDWA and other state and federal regulations.
Background and Experience
Candidates for the Manager of Utility Operations should possess a minimum of an
AA degree in a related field and a professional license in State Class D Water
(from the Minnesota Department of Health) and Class S-D Sewer Collection (from
the Minnesota Pollution Control Agency) or ability to achieve Minnesota
licensing within a reasonable period of time.
A four-year degree in chemistry, engineering, public administration, or business
is desirable. This position requires a minimum of eight years utility experience
with five years in a leadership capacity.
Qualified candidates will possess the following:
• Understanding of the activities and responsibilities of water supply,
distribution, storage and treatment; sewage collection, and storm water drainage
systems.
• Specific background in water treatment and knowledge of the chemistry of water
softening.
• Operational knowledge of a Split Phase Up Flow Treatment Plant.
• Understanding of public works procedures, maintenance techniques and available
equipment for utility and plant maintenance.
• Understanding of basic water chemistry, hydraulics, pumps, storage, utility
pipe installation, testing sanitation, construction principles, gravity sewers
and force mains, lift stations (sanitary and storm), wetlands, ponds and
drainage.
• Demonstrated planning and leadership skills.

• Optimizes Use of Resources: Consistently reviews expenditures and operating
results relative to customer outcomes. Optimizes the use of staff time by using
technology, smart scheduling, and eliminating tasks that do not add value.
Protects the City’s investment in physical resources through preventative care
and maintenance.
